New features are coming to older versions of Android

Google wants to make more modern Android features available for older editions of its operating system. This is possible thanks to the backwards compatibility of the Extension SDK.
Developers can find all the details here. Android 10 and later support building blocks of the system that allow Google to accelerate feature and security updates in this ecosystem outside of major API releases. This makes the new features compatible with previous versions of Android.
These enhancements help make development more flexible and extend the reach of application programmers. For this reason, they have developed a new extension SDK framework that programmers can integrate with these APIs.
PhotoPicker APIs, previously only available at API level 33 and higher, are now also available up to API level 30 via the extension SDK on devices running an R extension version of at least 2 available.
